Dr.Capt.Özkan Poyraz
He was born in Istanbul. He graduated from Istanbul Kabatas High School and the ITU Maritime Faculty Deck Department.
Between 1987-1995, he served on ocean going ships as a watchkeeping officer officer, chief mate and captain.
He has a PhD degree in Maritime Transportation and Management Engineering.
He worked as an assistant professor and director of Simulators Center at ITU Maritime Faculty.
He participated as a visiting professor and researcher in activities on ship simulator researches at the Federal Maritime Academy (Kings Point)in United States, Tokyo and Kobe Maritime Universities in Japan.
Between 2004 and 2012, He worked as the General Manager of Maritime Transportation at the Prime Ministry Undersecretariat of Maritime Affairs.
Between 2014 and 2018, he served as the deputy undersecretary of the Ministry of Transport, Maritime Affairs and Communications, as well as the acting undersecretary of the Ministry for 9 months between 2015 and 2016.
He is still teaching at the undergraduate level as a lecturer at ITU Maritime Faculty and is a Member of the Board of Directors of the Turkish Straits Application and Research Center (İTÜBOA) of the same University.
In addition, as a member of the Board of Trustees of Piri Reis University, he takes part in the management of this University.
As the general manager of Navis Management Consulting Company, he carries out his commercial activities in the fields of maritime and IT Consultancy.
